Preheat the oven to it's lowest temperature, usually around 170°F to 200°F depending on your oven. You can also use a dehydrator if you have one. Be careful not to burn the fruit slices, so if you have to adjust your temperature once the oven gets going, don't hesitate to do so.
Thinly slice the citrus fruits, about 4mm thick. On a baking sheet lined with parchment paper, evenly spread the slices.
Bake at the lowest possible temperature for 3 to 4 hours on convection. If you're using a dehydrator, this will take about 6 to 8 hours. Once the fruit slices are dry, pierce a small hole at the top of each slice, and attach a string at your desired length.
Pierce another small hole at the bottom of your slice, and tie on the cinnamon quills, as seen in the photo above.
